Public Finance

The Law Office of Tala A. Woods is certified as a “Jacksonville Small Emerging Business” (“JSEB”) and a Minority Business Enterprise (“MBE”) and is therefore eligible to partner with other law firms as the MBE firm for public finance transactions.  During her tenure at both Rogers Towers, P.A. and Akerman Senterfitt, Ms. Woods practiced in the area of public finance.

Ms. Woods has acted as bond counsel for one of the largest municipally-owned utility companies in the United States as well as bond counsel and borrower’s counsel in conduit issuances involving continuing care retirement communities, colleges, hospitals and other 501(c)3 organizations.  She has represented banks as liquidity facility or credit facility providers for variable rate debt obligations including letters of credit and standby bond purchase agreements and she has represented banks in tax-exempt transactions, including loans to state and local governments and tax-exempt leases.  Ms. Woods has acted as underwriter’s counsel for a variety of public finance transactions including certificates of participation, community development district bonds, variable rate debt obligations and Build America Bonds.  She has advised corporate trustees for various bond issuances including multi-housing projects and power agencies.  Because of this experience, she is prepared to be an active member of the financing team.

Ms. Woods is a member of the National Association of Bond Lawyers.
